The regulations in this section are broken down according to category. Students will be referred to the Office of Community Standards if they receive five citations for the same infraction. Questions about the regulations contained herein should be directed to the Office of Parking and Transportation Services.

IUP Parking Regulations, Section 1.0

1.1 Overview

The 糖心vlog Parking Regulations have been created to provide for the enforcement of an orderly parking system for the university community. These regulations are set forth to define the users who qualify to use the university parking facilities and the terms and conditions by which parking is made available and controlled within the jurisdiction of the university. These regulations are consistent with Chapter 157 (Finance and Administration), Pennsylvania Code, Volume 22, Part X-Operation and Motor Vehicle on University Campuses adopted by the State System of Higher Education Board of Governors on March 19, 1985. The University Parking Regulations were passed by the Council of Trustees on May 10, 1985, and revisions were approved on September 26, 1986. These regulations have been reviewed, and some changes were required to more clearly define the intent. The Council of Trustees authorizes the president to review the parking regulations and make changes necessary for clarification of such regulations as deemed appropriate without trustee approval. This will permit modification in a more timely and effective manner. The Administrative Committee of the Council of Trustees shall review the regulations annually and recommend any substantive changes to the council for action.

1.2 Parking Fee

The university will have the right to charge a fee for parking in newly constructed parking lots after September 30, 1984, and in existing lots, providing the total available free parking spaces are fewer than 1,466 spaces and are never greater than 1,515. The fee will be on a paid basis by the user through the installation of pay-by-space machines or some form of semester/annual rental.

1.3 Tickets

All university parking tickets issued by the University Parking Services shall be paid at the Parking and Transportation Center located in Clark Hall or online on the University Parking website within five days. The five days will be counted on a Monday through Friday basis. The hours of the University Parking Office are Monday through Friday, 8:00 a.m. to 4:30 p.m.

Fines for tickets will be indicated on the ticket. Tickets paid within five days are face value. After five days, the fine will increase by $5. Tickets not paid within 60 days will be forwarded to a collection agency for collection.

1.4

University Parking Regulations will be strictly enforced 24 hours daily. Parking permits and pay-by-space machines in IUP lots will be strictly enforced from 7:00 a.m. to 5:00 p.m., Monday through Friday, unless an area is posted by signs designating specific times for different permits.

1.5 Responsibility of the University

The university assumes no responsibility, nor is it liable, for any damages to vehicles when parked on the university property.

Definitions, Section 2.0

2.1 Status of Personnel

  • Faculty
    1. Instructional personnel (full- and part-time) teaching credited courses. All students are excluded from this group.
    2. Retired faculty or emeritus status
  • Staff
    1. Management and administration: All personnel who are designated as state university managers (SUM), state university administrators (SUA), civil service managers, faculty managers, APSCUF Unit II, or administrator by the president and/or SSHE classification, exclusive of membership in any bargaining unit, shall be issued a staff parking permit.
    2. All non-instructional personnel.
    3. Persons contracted by the university to provide a service, individually or through an organization, exclusive of membership in any bargaining unit recognized by IUP.
    4. Service personnel: Full-time personnel employed by Food Service, Operation Uplift, Campus Ministry, Day Care Center, DGS, Co-op, or any permanent or temporary personnel attached to IUP.
    5. Retired staff.
  • Visitor: Any person who is not faculty, staff, or a student, service personnel, or a contractor of the university as defined above.
  • Commuter Student: Students commuting to class and living outside the boundary set by the Parking Authority Review Board.
  • Graduate Commuter Student: Graduate student living off campus and commuting to class.
  • Graduate Resident Student: Graduate student living in university-owned residence halls.
  • Resident Student: Student living in university-owned residence halls.
  • Temporary Resident Student: Resident student needing a vehicle for academic or medical reasons. This permit needs to be approved by the Parking Authority Review Board.
  • Long-term Robertshaw: Students living in university-owned residence halls storing their vehicles for long-term parking.

2.2 Reserved Space

Any space which has been designated for the exclusive use of an individual.

2.3 Designated Parking Areas

Any lot or street that has been designated during posted hours for the exclusive use by IUP faculty, staff, students, long-term, or incubator permit holders

2.4 Vehicle

Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway (i.e., cars, trucks, SUV, motorbikes, moped, bicycles).

2.5 Boot

A wheel locking device used for in-place impoundment of vehicles.

2.6 Pay-By-License (PBL)

These pay spaces are marked by yellow painted lines, and are designated with the word PAY on each space. Parking signs at the entrances of parking lots, street parking, or at pay areas display a sign with a picture of a Pay station to advertise for the pay area.​

Paid parking areas are on a first-come, first-serve basis for anyone to use. The PBL (Pay-by-License) machines must be paid in advance for the time you are in the space, whether or not you have an IUP parking permit. These are enforced hourly Monday through Friday, 7:00 a.m. to 5:00 p.m., during each academic session from the first day of registration through the last day of finals, excluding breaks.

2.7 Disabled Parking

Parking shall be reserved 24 hours daily for vehicles with a disabled registration plate, disabled veteran’s registration plate, disabled placard, or temporary disabled permit. An IUP parking permit will not be required for vehicles displaying a disabled plate, DV plate, or disabled placard from PennDOT. If a temporary permit is required, a 14-day limit will be imposed. Extensions will be granted if the disabled permit has been applied for through the state and has not been received. Other types of extension requests will be addressed on a case by case basis. A doctor’s letter, submitted to Human Resources (faculty and staff) or the Department for Disability Access and Advising (student), is required to obtain a temporary disabled permit. If the disabled parking spaces in the desired parking lot are occupied, or a closer space is desired, a vehicle with disabled plate or placard may be parked in any non-reserved parking space.

2.8 Parking Permit

The permit shall be a hanger-type transferable tag (Reserved or Parking Garage) or a virtual permit (Faculty, Staff, Commuter, Motorcycle, or Long-Term) required to park in white lined spaces in lots controlled by IUP. One permit must be hung down from the inside rear-view mirror and be clearly visible from the front of the vehicle when the vehicle is parked in a university-controlled area. Parking permits are not required for parking in Pay-By-Space areas.

2.9 Reserved Free Spaces

Space reserved for university employees required to live on campus and for university vehicles

2.10 Temporary Parking Permit

A temporary tag is issued to a specific vehicle for a designated area and time. This permit must be placed on the vehicle’s driver's-side dash when the vehicle is parked. This permit is not good for parking in pay-by-space areas or reserved spaces.

2.11 Busing

The university provides a Park-N-Ride shuttle service. Two buses operate on campus, and they originate at the Robertshaw parking lot. Each bus makes a complete round every 15 minutes. Bus schedules are available at . Students, faculty, and staff are eligible for complimentary bus fare through the IndiGo Mobile Pay app. The IUP community must register on the app with their IUP email address.

An additional busing service, Campus Loop, is provided by Indiana County Transit Authority. Schedules for all Indiana County Transit routes can be found at . An I-Card will permit unlimited ridership on any Indiana County Transit bus route. The IndiGo Mobile Pay app is good for all IndiGo routes.

Regulations and Penalties, Section 3.0

3.1 Regulation—Parking Permits

All persons desiring to park a vehicle on the IUP campus must register for a parking permit, except for vehicles bearing a disabled plate, DV plate, or a disabled placard. Permits are not required for parking at a pay-by-plate machine. Time must be purchased on the pay-by-space machine.

3.1.1 Penalty

Violation of this provision may result in a $15 fine and/or towing or booting of the vehicle at the owner’s expense. The vehicle may be booted or towed if there are ten or more violations of this provision per permit year. Parking in a reserved space may result in a $25 fine unless otherwise noted (e.g., Sutton Square reserved spaces are a $100 fine).

Ten (10) or more violations for parking without a permit during a permit year, September 1 to August 31, will result in the vehicle being booted, regardless of whether the fines have been paid or not.

3.2 Regulation—Parking Permits

Virtual parking permits will be issued by University Parking Services as follows:

  1. There shall be one virtual parking permit issued to personnel identified in Paragraph 2.1 for all vehicles.  The vehicle’s license plate is the permit for the personnel. The virtual permit will be linked to the individual’s parking account.
  2. Permit holders are allowed to include up to eight (8) registered license plates on their virtual permit at a time. 
  3. While individuals are allowed to put multiple vehicles on their virtual permit, only one vehicle designated to that permit is allowed to be parked on campus in the correct designated location.  
  4. Vehicles will need to be parked so the license plate faces the drive lane. This will allow the license plate reader to view the license plate, which is considered the permit.  
  5. Reserved spaces such as the Parking Garage will still be issued permits.  
  6. If a permit is lost or stolen, it should be reported to University Parking Services, located in Clark Hall, immediately. A replacement fee of $10 will be charged. This fee will not be refundable.

3.3 Regulation—Parking Permits

The Parking Services Department will issue virtual permits to owners of vehicles according to their status. Permits shall be relinquished upon change of status or address change if boundaries are affected or the permit holder leaves the university.

  1. Commuter and work-study students who reside outside the boundary lines can find out if they are eligible for a commuter permit by logging in to . Go to Discover, search for “parking,” and select the Parking and Transportation card. Once you are in the online parking account section, you can choose to view the map and see if you reside inside the boundary area. All students residing inside these boundary areas, including the Arch and the Verge complexes, will not receive commuter permits and are expected to walk or ride the Indiana Transit system to the university. All students residing outside these boundary lines can apply for commuter permits. However, students residing 75 miles or more from campus are not eligible to receive a commuter permit. Graduate students living within these boundary lines may be issued a commuter parking permit. Any exceptions to these boundary lines must be reviewed and approved by the Parking Authority Review Board before a permit is issued.
  2. Faculty: This group includes those persons defined in Paragraph 2.1A. Staff and students, graduate and undergraduate, are excluded from this group.
  3. If an automobile is needed for academic reasons, a resident parking permit will be issued upon approval of the Parking Authority Review Board. To be eligible, a student must be traveling off campus a minimum of three days a week. To apply for a resident permit, print the Academic Experience Application on the University Parking Services website and complete it. Once completed, please have the department chair sign the form and attach your class schedule to it. The form can be returned to IUP Parking Services on the first floor of Clark Hall.

    Long-term resident students may receive free temporary parking permits for Robertshaw West Lot, Monday through Friday, during the first week of classes and the last week of final exams. This applies to the Fall and Spring semesters only.

    Graduate students living in university housing may be issued resident parking permits. Any exception to this section must be submitted to the PARB for review and approval.
  4. Staff: This group includes all persons who are defined in paragraph 2.1B.
  5. Vehicles with disabled plates, disabled veteran plates, or disabled placards will not require an IUP parking permit to park at the university. A temporary disabled permit may be issued for a maximum of 14 days while an application is made to PennDOT for a disabled plate or placard. A doctor’s letter, submitted to Human Resources (Faculty and Staff) or the Department for Disability Access and Advising (Student), is required to obtain a temporary IUP disabled permit.
  6. Visitor: All persons other than faculty and staff members and students who are on campus temporarily to conduct business or to visit members of the university community. Visitor groups requesting seven or more temporary parking permits will be issued permits for a specific parking lot and are expected to ride the bus to their meeting locations.
  7. Parking permits will not be issued to persons who have unpaid university parking violations.

3.4 Regulation—Parking Permit Misuse

Misuse of a parking permit is defined as using a parking permit obtained by submitting false information or omitting information to fraudulently obtain a permit.

Attempting to secure a permit with fraudulent information will result in charges being filed for giving false information to a police agency.

If two license plates that are registered to the same virtual permit are found on campus at the same time, the parking office may issue a citation to the permit holder. Drivers who have multiple offenses of this type risk losing their parking privileges.

Anyone misusing an IUP parking permit will be ticketed and or booted on the first offense.

Using a stolen parking permit to park on campus will result in having the vehicle booted, the permit confiscated, and charges brought against the offender for receiving stolen property.

Example: Giving a wrong address to obtain a permit, using another person’s permit, altering a permit in any manner, or failing to return a permit if your status changes.

3.4.1 Penalty—Misuse of the Permit

  1. The fine for misuse of a parking permit by theft will be $50, the maximum fine permitted, in addition to booting and replacement fees.
  2. The person to whom the permit is issued or the user shall lose parking privileges for one year from violation; furthermore, any re-issuance of the permit to the offender shall be determined by the Parking Authority Review Board.
  3. Using a stolen permit to park on campus will result in having the vehicle booted, the permit confiscated, and charges brought against the offender for receiving stolen property.

3.5 Regulation—No Parking Areas

No person shall park a vehicle attended or unattended at any time in any of the following places:

  1. In a loading zone, unless the vehicle is being loaded or unloaded and warning flashers are operating and the vehicle is not in the zone more than the posted time, unless authorized by University Parking Services.
  2. In any parking place other than that designated by the vehicle’s permit.
  3. In any area other than those regularly designated as parking spaces and which are marked by lines, markings, or signs.
  4. On or blocking a sidewalk.
  5. In a crosswalk.
  6. Within 15 feet of either side of a fire hydrant or in fire lanes.
  7. Within 30 feet of an intersection.
  8. In intersections.
  9. In such a manner as to impede the flow traffic.
  10. In restricted areas (posted by signs, yellow curbs, or hash lines).
  11. In any reserved space, unless the parking space is assigned to that individual. If the reserved-space owner wishes to let another use his/her reserved space, a temporary parking permit for that reserved space must be obtained from University Parking Services.
  12. In any disability-accessible parking space, unless the vehicle has the appropriate permit, placard, or registration plate.
  13. Exception: Any IUP maintenance vehicle, marked and identified as such, may be parked in a restricted area provided it does not block emergency access, impede the flow of traffic, or create any type of hazard. The vehicle may remain in the restricted space only for a short period of time.
  14. On or across lines that denote a legal parking space.

3.5.1 Penalty

Violations of disabled/handicapped parking may result in a minimum fine of $50 for the first violation and up to a maximum of $200 and booting or towing at owner’s expense for each violation. All other violations will result in a minimum fine of $15 up to a maximum fine of $100 and booting or towing at owner’s expense.

3.6 Regulation—Obstructed Plates

Any vehicle parked in violation of any parking regulation or parked in such a manner as to prevent the reading of a license registration number shall be ticketed and may be booted. Vehicles parked on the streets or in parking lots with one-way traffic shall park in the direction of the authorized flow of traffic.

3.6.1 Penalty

See paragraph 3.5.1

3.7 Regulation—Temporary Visitor Permit

Unless otherwise directed, visitors are required to park in pay-by-space or designated locations.

University-sponsored visitors must obtain a temporary parking permit showing the assigned parking location from one of the following:

  1. University Parking Services
  2. Departmental representative

IUP departments requesting temporary parking permits for their guests need to email parking-services@iup.edu with their request. The request must include the date the permits will be used and the number of permits needed. The parking location for the temporary permit will be determined by Parking Services. Once the permits have been processed, the requestor will receive an e-mail with a printable permit or email that the permits are ready for pick-up in the Parking Services office. Please give Parking Services ample time to process these requests. Last-minute requests might not be processed.

University-sponsored contractors, repair persons, salespersons, vendors, etc., must obtain a temporary permit from their point of contact within the university. The parking permit must be displayed on the inside rearview mirror, with the vehicle parked in an area designated by University Parking Services.

Participants of camps and conferences requiring group parking will park in an area designated by University Parking Services and may ride the Indigo bus to meeting sites for a fee.

3.7.1 Penalty

See Paragraph 3.5.1

3.8 Regulation—Parking

No vehicle shall be permitted to park on campus for longer than a maximum of 48 hours unless the custodian of the vehicle has made arrangements with University Police or the Parking Services Department.

3.8.1 Penalty

3.9 Regulation—Pay-By-Space Parking

Pay-by-Space machines installed on campus will be used on a first-come, first-served basis. Anyone using these machines shall pay for parking. A permit is not an exception to this regulation. The machines shall be subject to hourly enforcement.

3.9.1 Penalty

See Paragraph 3.5.1

3.10 Regulation—Fees

The fee structure for reserved parking, paid parking, and meter fees and time will be established by the president and approved by the Council of Trustees.

3.10.1 Fees—Reserved Spaces

Fee schedules for reserved spaces will be established on an annual basis. Fees scheduled for long-term parking will be established on an annual basis.

3.10.2

The fee schedules are contained in Appendix I.

3.11

The following locations will be posted “No Parking” from 2:00 a.m. to 6:00 a.m., 365 days per year. The signs posted at the entrance of each lot will indicate the restricted times. Vehicles parked in these restricted areas will be ticketed and or towed at the owners’ expense

3.12 Unloading/Loading Zones

The unloading/loading areas around campus are posted and enforced as “Fifteen or Thirty Minute Loading Zones.” Flashers are required while parking in these areas.

These spaces are enforced 24/7.

3.13 Abandoned, Disabled Vehicles

Any vehicle broken down on campus may be issued a temporary parking permit to park for 24 hours if the vehicle is not in a reserved space or creating a hazard. The broken-down vehicle is expected to be removed within 24 hours. All persons parking on campus lots whose vehicles become disabled should report this to the IUP Police, located in Robertshaw. You will be required to fill out a disabled vehicle report at that time.

All abandoned vehicles will be processed through a salver.

Towing and Booting of Vehicles, Section 4.0

4.1 Towing

When towing under Section 3.0, the following provisions must be met:

  1. The towing service must be licensed and bonded.
  2. The storage impound must be bonded and insured.
  3. The owner or custodian of the vehicle shall be charged the prevailing rates for towing and storage of the vehicle.
  4. For towing service information, see Appendix II.
  5. The costs for towing shall be absorbed by the university should the Parking Authority Review Board find that no violation has occurred or the vehicle was towed unjustly.
  6. A contract shall be drawn up between IUP and the towing vendors outlining charges for towing, labor, and storage. Also, a service will be made in the event the towing is not completed.

4.2 Booting

When booting vehicles of unpaid tickets or multiple infractions under Section 3, the following provisions must be made:

4.2.1

Vehicles may be booted or towed for the first violation if the vehicle is:

  1. Parked at a fire hydrant or fire lane
  2. Parked in restricted area
  3. Parked in a reserved space
  4. Parked in a handicapped space
  5. Located on campus displaying a Parking permit that was reported lost or stolen, altered in any way or duplicated in any way.

4.2.2

The vehicle must have a minimum of three unpaid parking violations, with a minimum of $60.00 of unpaid fines. The Vehicle will be booted when the next citation with a fine is issued to the vehicle.

4.2.3

If a vehicle has ten or more violations for no permit in a permit year

4.2.4

Any vehicle meeting the above specifications will be booted by the University Parking Services and will not be released until all violations are paid and a fee of $30 is paid for the service of a boot.

4.2.5

A notice of the boot being locked on the vehicle will be placed on the front driver-side door window or on the windshield of the car, warning the operator not to move the car or tamper with the boot and how to proceed on having the boot removed. The vehicle may be towed if it is not removed within twelve hours after the booting.

4.2.6

If a vehicle meeting the above specifications cannot be booted because of possible damage to the vehicle, or if the wheels are protected in a manner in which the boot cannot be applied, the vehicle may be towed at the owner’s expense.

Parking Tickets Appeal Process, Section 5.0

5.1

All requests for review of a parking ticket must be made online through the IUP Parking Portal or through the Application for Review of University Parking Ticket within five days of receiving the parking ticket. All citations on a user's account must be paid in full prior to appeal.

5.2

The University Parking Services office shall provide the person with the date and time that the review shall be heard by the Parking Authority Review Board.

5.3

The Parking Authority Review Board will review the ticket and pass a decision by a majority vote.

5.4

If a ticket is dismissed, a refund payment will be made through the Student Billing Office to the person making the appeal.

5.5

Tickets can be appealed a second time. The person appealing the ticket must attend the Parking Review Board Meeting. If the ticket is appealed for a third time, it must be reviewed by the Director of Public Safety or one of their appointees.

Parking Authority Review Board, Section 6.0

6.1 Organization

The board shall consist of one representative each from the faculty, management, non-instructional staff, undergraduate student body, and the graduate student body. Each segment shall establish its own rules for the selection of its representative. Each segment shall also choose alternate representatives. The term of the office shall be one year. Three voting members constitute a quorum. The chairperson shall be elected by the board, and the Director of Public Safety or their appointed representative shall be present and act as advisor to the PARB.

6.2 Duties

6.2.1

The PARB shall hear and rule on appeals from individuals who feel that they have been unfairly ticketed, fined, and/or towed or booted.

6.2.2

The PARB shall review requests for resident permits and requests for special parking permission.

Traffic Signs, Section 7.0

7.1

All traffic signs posted on the highways must conform to PennDOT requirements. All signs for university-controlled parking lots will indicate the type of parking for that particular lot or area. Signs will be posted at the entrance of each lot.

Exceptions to Regulations, Section 8.0

8.1

During certain times, residence hall lots are needed for students to check in or out during breaks, vacations, etc. Therefore, all employees and students who utilize these facilities must refrain from parking in these lots at those particular times. The lots will be posted twenty-four hours prior to them being used for checking in or out. Some parking areas or parking spaces around residence halls are designated “Fifteen Minute Unloading Zone/Use Flashers.”

8.2

When blocks of spaces are needed for special events, the vice president requesting spaces must give written notification one week in advance to the Parking Services Department.

8.3

The R&P Band Lot will be reserved in the Fall semester for marching band practice beginning at 5:00 p.m. The entire band lot will be open for parking from 7:00 a.m. to 5:00 p.m. The first forty parking spaces will be open to parking after 5:00 p.m. as posted. Parking beyond the 7:00 a.m.–5:00 p.m. posted signs will result in your vehicle being towed.

Motorcycle/Moped, and Bicycle Regulations, Section 9.0

9.1 Regulation—Motorcycles

Motorcycles and mopeds will be issued a permit. This will be in addition to the allotted one parking permit. Motorcycles must park in designated motorcycle spaces or pay to park at the pay-by-plate machines. Owners of motorcycles can only have one vehicle on campus at a time. Motorcycles are not permitted to park overnight in parking lots that are designated "NO PARKING 2am-6am".

9.1.2 Penalty—Motorcycles

Motorcycles not parked in their designated areas or not paid to park at a pay-by-space machine will result in a $15 fine and booting or towing at owner's expense.

9.2 Regulation—Bicycles and Pedal-Cycle

Bicycles and pedal-cycles will be permitted to park and be chained only in designated bike racks located on campus. Bicycles and pedal-cycles shall not be chained to any posts, trees, stairs, or handrails. Pedal-cycles may not be operated by motor power on IUP sidewalks.

9.2.1 Penalty

Bikes and pedal-cycles will be confiscated and the owner fined as stipulated in Paragraph 3.5.1.

9.3 Regulation

If a bicycle is to be used during the evening, it is required by the Pennsylvania Motor Vehicle Code to be equipped with a headlight and rear reflectors. Two riders are not permitted on a one-passenger bicycle. All bicycles must travel with the flow of traffic. Bicyclists are reminded that they must proceed with caution when traveling on campus sidewalks, because pedestrians have the right of way.

9.3.1 Penalty

This regulation is not enforced under IUP regulations. This regulation may be enforced pursuant to the Pennsylvania Motor Vehicle Code.

Resident Students, Section 10.0

10.1

Resident permits may be requested for academic and medical reasons. Permits will be issued by semester. The requestor must email the "academic experience" form to parking-services@iup.edu. Students must show that they are driving off campus a minimum of three days per week to be eligible for a resident permit for academic reasons. The faculty advisor must approve the form. A schedule must be submitted by the advisor showing what days the student will be leaving campus and the destination the student will be driving to.

To obtain a permit for medical reasons, the requestor must submit a written statement signed by the doctor explaining why the medical condition requires a resident parking permit to the Department of Disability Access and Advising (D2A2).

10.1.1 Penalty

See paragraph 3.5.1

10.1.2

Resident students not qualifying for a resident permit under section 10.1 will be issued a long-term Robertshaw permit for a fee (See appendix I), which will allow long-term parking at the Robertshaw West Parking Lot.

10.1.3

Students who live inside the boundary lines set in section 3.3.A during Summer Sessions may purchase a resident Robertshaw parking permit for a fee (See appendix I) during summer classes only.

10.1.4 Penalty

Reserved Spaces, Section 11.0

11.1 The following spaces will be reserved at all times:

  1. Ten spaces for Biology Department and Anthropology, Geospatial and Earth Sciences Department vans. Five spaces in Elkin Drive and five spaces in the Whitmyre dock.
  2. One space at each residence hall for the residence hall director and/or residence coordinators. If a second vehicle is required by a resident life staff member, a second staff permit will be issued with the understanding that the second will be parked in a parking area approved by the University Parking Services.
  3. Two spaces for the president.
  4. Handicapped parking spaces are reserved in accordance with ADA to meet the needs of the people with disabilities using university facilities. These reserved spaces will be marked by a handicapped sign and will be enforced 24/7. Only vehicles bearing handicapped or disabled-veteran registration, handicapped placard, or a temporary handicapped permit will be permitted to park in handicapped spaces.
  5. Two spaces for the IT vehicle.
  6. One space for the Health Service vehicle.
  7. Twenty spaces for president's executive staff.
